He was born in the city of Nuevo Laredo, Tamaulipas; He has a law degree  by the Autonomous University of Nuevo León; master in  public administration and candidate for a doctorate in constitutional law from the Complutense University of Madrid, Spain; Notary Public 188 with practice in New  Laredo, Tamaulipas.

OBTAINED THE FIAT 1232 ON APRIL 13, 2007.

Positions he has held:

1987 – 1992  Private Secretary of the Attorney General of the State of Tamaulipas.
1990 – 1996  Chief of Advisors to the Secretary General of the Government of the State of Tamaulipas.
1995 – 1996  Regional Subdelegate of the Interior in the State of Chiapas.
1996 – 1998  Director of Customs Auditing of the SHCP.
1998 – 2000  Development Manager of FONATUR.
2000 – 2002  Director of the Association of Municipal Presidents of Northern Mexico.
2008 – 2010  Secretary of the Executive Office of the Municipal Presidency of Nuevo Laredo, Tamaulipas.
  • He was appointed Applicant to the exercise of Notaries on August 5, 2005.
  • Appointed in functions of Notary Public since November 2, 2005.
  • Member of the Association of Public Notaries of Nuevo Laredo, and of Tamaulipas.

  • Member of the National Association of Mexican Notaries, AC, with number of  affiliation 3207.

  • Certified Public Notary.
